전남광주특별시는 한국국제협력단(KOICA)이 주관하는 ODA 공공협력사업 공모에서 ‘세네갈 농촌 개발을 위한 에너지 자립 역량 강화사업’이 최종 본사업으로 선정됐다고 밝혔다.
이번 사업은 한전KDN이 주관 기관으로 전체 프로젝트를 총괄하며 전남광주통합특별시, 동신대학교, 전남테크노파크, ㈜아이오티플러스 등 지역의 민·관·학·연 역량이 총동원된 컨소시엄 형태로 추진된다. 사업 기간은 2026년부터 2030년까지 총 5년으로, 사업비 규모는 국비 69억 원에 달한다.
이번 ODA 사업의 핵심은 전남광주통합특별시가 그동안 성공적으로 구축·운영하며 기술적 성능과 주민 소득 증대 효과를 검증받은 ‘에너지자립마을’ 모델을 세네갈 현지 여건에 맞춰 이식하고 고도화하는 데 있다.
단순한 일회성 물품 지원이나 단발성 설비 설치를 넘어, 주민이 직접 재생에너지를 생산하고 이를 실생활과 농업 등 다양한 생산활동에 연계하는 ‘에너지·물·농업 융합형 자립 모델’을 구축하는 것이 목표다. 이를 통해 세네갈 농촌 지역의 만성적인 에너지 부족을 해소하고 지속가능한 경제적 자립 기반을 다질 계획이다.
사업 대상 지역으로 지정된 세네갈 농촌은 그간 불안정한 국가 전력망 공급과 고비용 디젤발전에 대한 과도한 의존으로 심각한 에너지 부담을 겪어왔다. 여기에 더해 깨끗한 식수 공급 체계의 부재, 농업용수 부족, 수확 후 농산물의 부패를 막을 저온저장시설의 결여 등으로 인해 농가 소득 증대에 큰 한계를 지니고 있었다.
컨소시엄은 이러한 입체적 난제를 해결하기 위해 ▲재생에너지(태양광 등) 기반의 안정적 전력 공급 시스템 ▲지하수 연계 급수 인프라 및 농업용수 공급 체계 ▲태양광 전력 기반의 농산물 저온저장시설 등을 종합적으로 구축한다. 에너지 인프라 구축이 식수 확보와 농업 생산성 향상, 수확 후 손실 최소화로 이어지는 선순환 고리를 완성한다는 구상이다.
사업의 지속가능성을 확보하기 위해 사업 종료 이후의 운영 및 유지관리(O&M) 체계 강화에도 공을 들인다. 현지 대학과 연계한 맞춤형 교육 프로그램을 개설해 세네갈 현지 전문 기술인력 60명을 직접 양성할 예정이다.
또한 세네갈 재생에너지 전담기관인 ANER(국가재생에너지청)를 중심축으로 삼고, 마을 주민들로 구성된 자체 운영조직을 활성화하여 외부 지원이 끝난 후에도 현지 주민과 전문 기관이 스스로 시설을 유지관리·운영할 수 있는 완벽한 자립화 체계를 구축한다.
