이번 회의는 민선 9기 지방정부 출범 이후 처음 개최된 중앙지방협력회의다. 특히 기초지방정부의 대표성을 강화하기 위해 회의 구성원이 확대되면서 김철우 군수가 기초지방정부를 대표해 새롭게 참여했다.
