최 전 군수는 지난 9일 ‘전남광주통합이 남긴 과제들’이라는 주제의 첫 번째 정책 제안 입장문(「광주광역시 해체와 5개 구의 시 전환, 과연 바람직한가」)을 내고 이같이 밝혔다.

 

그는 우선 “전남·광주 행정통합은 수도권 일극체제 및 지방소멸 위기에 대응하고 산업·교통·에너지·관광을 하나의 권역으로 묶어내기 위한 시대적 선택이었다”면서도 “통합의 당위성이 광주광역시라는 단일 도시공동체와 행정주체의 해체까지 정당화하는 것은 아니다”라고 분명히 선을 그었다.

그는 자치구의 재정·조직·도시계획 권한이 전남 시·군에 비해 제한적이었던 만큼, 통합특별시의 권한과 재정을 5개 구로 대폭 이양해야 한다는 취지에는 공감했다. 다만 일반시로 전환되더라도 본청 예산이 5개 시로 분산될 뿐 광주 전체의 총 예산이 늘어나는 것은 아니라는 점도 짚었다.
