지원 대상은 신청일 기준 신안군에 주소를 두고 전남도 내에 2년 이상 계속 거주 중인 19~28세(1998년~2007년생) 청년이다. 선정된 대상자에게는 연간 최대 25만 원이 문화복지카드 형태로 지급된다.
