사랑하는 직원 여러분!

저는 오늘 광주시장직에 복귀했습니다.

무엇보다 먼저, 제가 자리를 비운 지난 한달 동안 시정을 차질 없이 이끌어준 부시장과 직원여러분 모두에게 감사를 드립니다.

특히 우리시 주요 현안들을 새 정부 지역공약에 대거 반영시킨 것은 큰 성과입니다. 우리 광주가 ‘대한민국 인공지능 대표도시’, ‘미래 모빌리티 선도도시’로 자리매김할 수 있는 든든한 기반을 마련했습니다. 직원 여러분께서 적극 노력해준 결과입니다.

저는 4년 전 시장에 취임하면서 ‘역사에 남는 시장이 되겠다’고 다짐했습니다. 그간 ‘인기 있는 일보다는 역사에 남는 일, 오늘보다는 내일을 준비하는 일, 쉬운 일보다는 가치 있는 일’에 주력해왔던 이유도 여기에 있습니다.

어려운 현안들에 대한 선택과 결단을 해야 할 때도 저의 판단기준은 항상 ‘훗날 역사는 어떻게 평가할 것인가? 무엇이 광주발전에 기여하는가?’ 이 두 가지였습니다.

그 결과 2년 이상 코로나19와 싸우면서도 우리는 어느 도시도 따라올 수 없는 역사적 성과들을 창출했습니다.

광주형 일자리를 성공시켜 상생과 동반성장의 시대적 가치를 실현했고 한국경제의 대안을 제시했습니다.

대한민국의 미래 100년을 책임질 인공지능을 선점하여 AI대표도시로 도약하고 있습니다.

2045년 탄소중립 에너지 자립도시 실현을 선포하고 세계적 화두인 기후위기 대응을 선도하고 있습니다.

‘아이낳아 키우기 좋은 맘(MOM)편한 광주’ 정책들이 성과를 내면서 저출산문제 해결의 물꼬를 텄습니다.

그 결과 불과 4년 만에 광주의 위상과 경쟁력은 크게 높아졌습니다.

민주화에 앞장섰던 도시도 기업하기 좋은 경제도시가 될 수 있다는 것을 보여주고 있습니다. 정치가 강한 도시에서 경제도 강한 도시로 탈바꿈하고 있습니다.

일자리가 부족하고 미래가 없어 떠나던 광주에서 이제 사람과 기업이 찾아오는 광주로 바뀌고 있습니다. 강성 이미지로 기업과 투자가들이 기피하던 광주는 이제 옛날 얘기입니다.

그러나 여기에서 머뭇거리거나 시정이 중단되면 언제든지 과거로 뒷걸음칠 수 있어, 저는 중단없는 광주발전을 통해 ‘더 크고 더 강한 광주’를 완성시키고자 광주시장 재선에 도전했습니다.

저는 광주를 정의롭고 풍요로운 첨단산업도시로 만들고 싶었습니다. 중국의 선전처럼 빠르게 세계적인 도시로 도약하는 기적을 만들고 싶었습니다. 중국의 선전은 1979년 인구 31만 명의 한적한 농어촌이었지만 지금은 상주인구 1750만 명에 달하는 세계적인 첨단산업도시로 발돋움하였습니다. 4년만 더 시간을 주셨다면 우리 광주에서도 가능한 일이었는데 아쉽습니다.

재선에 실패했다고 이러한 제 꿈과 열정이 멈출 수는 없습니다. ‘더 크고 더 강한 광주’는 선거용 슬로건이 아니라 시대의 명령입니다. 남은 임기 두 달 동안 빈틈없이 시정을 챙겨 유종의 미를 거두겠습니다.민선 7기의 주요 성과들이 민선 8기에도 지속성과 일관성을 갖고 더 큰 결실을 맺을 수 있도록 소임을 다하겠습니다.

여러분과 함께 이룬 이러한 성과들이 결단코 물거품이 되어서는 안된다는 마음으로 직원 여러분들에게 몇 가지 부탁드립니다.

우리가 이룬 성과들이 제대로 된 역사적 평가를 받을 수 있도록 잘 마무리 해주시고, 민선 8기에서도 중단되지 않고 진전될 수 있도록 잘 뒷받침해주기 바랍니다.

민선 7기에 우리가 함께 추진했던 정책과 사업들을 역사적 평가자료로 남기고 싶어 저는 ‘인생도 역사도 만남이다’라는 책을 연초에 출간했습니다. 여러분들이 참고하시면 시민들에게 우리의 진정성과 노력들을 알리는데 도움이 될 것입니다.
