여순사건 발생 74년 만에 ‘여수·순천 10·19사건 진상규명 및 희생자 명예회복에 관한 특별법(이하, “여순사건법”)’이 이 날시행됨에 따라, 위원회도국무총리 소속으로 함께 출범했다.

여순사건법은 정부 수립 초기 단계에 발생한 민간인 집단 희생사건인 여순 10·19사건에 대한 진상을 조속히 규명하고 희생자의 명예를 회복시켜 국민 화합의 길을 도모하고자 지난해 7월에 제정됐다. 

위원회는 위원장에 김부겸 국무총리,부위원장에 전해철 행정안전부장관을포함한 6명의 정부위원과9명의 민간위원으로 구성돼 있으며, 여순사건의 진상 규명, 희생자 및 유족의 심사·결정과 명예회복에 관한 사항등을 심의·의결한다. 

이 날 위촉된 총 9명의 제1기 민간위원은 1월 21일부터 2024년1월 20일까지2년 동안 직무를 수행한다.

실무위원회는 ‘여순사건법’ 제4조에 따라 전라남도지사 소속으로 설치되며 전라남도지사(위원장) 및 관련 지자체 공무원, 유족 대표 등 15명 이내로 구성되어 진상규명 및 희생자 유족 신고 접수, 사실조사, 위원회 위임사항 등 수행하게 된다. 

진상규명을 위해 우선 실무위원회에서 향후 1년간 진상규명 신고를 접수한다.이에 따라 위원회가 진상규명 조사 개시를 결정하면2년간 진상 규명 조사가진행되며, 이후 진상조사보고서를 작성하여 공개한다. 

또한 실무위원회에서 희생자·유족 신고를 접수받아 사실조사를 실시하면 위원회에서 희생자·유족 여부를 심사·결정한다. 위원회를 통해희생자로 결정된 사람 중에 지속적인 치료를 받아야 하거나 간호가 필요하다고 신청한 사람에게는 의료지원금및 생활지원금을 지급하도록 결정할 수 있다. 

이와 함께 위원회는 희생자와 유가족 등의 아픔을 위로하고, 여순사건의역사적 의미를 되새길 수 있도록 위령사업도 추진할 계획이다. 

이어서, 위원회가 본격적으로 가동될 수 있도록‘위원회 운영 규칙(안)’과‘위원회 소관 회계관계 공무원 지정 및 회계사무 취급에 관한 규정(안)’을심의·의결했다.
