이날 회의에서 김한종 의장은 안건 제안 설명을 통해 “정부의 균형발전 정책에도 불구하고 금융자본, 교육･산업･문화예술 인프라 집중에 따라 발생하고 있는 인구 쏠림 현상은 도시와 비도시 간의 다양한 문제를 야기하고 있다”고 밝혔다.

이어, “인구 자연감소와 취업･진학에 따른 비수도권의 인구감소세는 지속될 것으로 보이며, 동시에 동일 시･도 내에서도 지역거점도시로의 인구 편중이 심화될 것으로 예측된다”고 강조했다.

특히 “인구수와 지역대표성을 고려하도록 규정되어 있는 현행 자치구･시･군의회 의원정수 산정방식에 따를 경우, 인구 쏠림에 따른 지역간 인구이동으로 인구증가 지역의 의원정수는 증가하고 인구감소 지역의 의원정수는감소하게 되는 결과를 초래하여 지역대표성 측면에서 심각한 불균형을 일으키게 된다”고 설명했다.

또 “인구소멸 위기에 놓여있는 지역의 특수한 여건을 인지하고, 행정수요 등을 고려한 합리적인 기초의원 정수 산정을 위해 관계법령 개선이 필요하다”고 말했다.
