전남교육청에 따르면, 학령인구가 많은 목포 옥암지구 학생들의 통학 편의를위해 목포 원도심 고등학교의 이전·재배치 요구가 꾸준히 제기돼 왔다.

특히, 목포시 전체 고등학교 학령인구(만 15~17세) 중 옥암지구가 24%를 차지함에도 이 지역에 고등학교가 한 곳도 없어 원도심 학교의 이전이 절실한실정이다.

전남교육청은 통학 편의 및 교육력 제고와 지역사회 요구를 반영해 목포고·목포여고 통합 이전을 적극 추진하고 있으며, 교직원과 학생, 학부모 및 동문 등을 대상으로 의견을 수렴한 결과 86% 이상이 통합 이전에 찬성하는것으로 조사됐다.
