전남교육청은 교육부의 2024년 2학기 늘봄학교 전면 시행을 앞두고, 학교 현장의 안정적 교육과정 운영을 지원하고, 초등학교 1학년 돌봄공백을 최소화하기 위해 1학기부터 도내 모든 초등학교(425교)에서 늘봄학교를 운영한다고 28일 밝혔다.

이처럼 전남교육청이 발 빠르게 전면 시행할 수 있었던 배경에는이전부터 안정적으로 운영해 온 축적된 경험이 있다.

전남교육청은 지난해 늘봄학교 시범교육청으로 지정돼 4개의 시범교육지원청과 50개의 시범학교를 운영했으며, 이를 통해 제기된 문제점 및 개선방안 마련, 우수사례 공유 등을 통해전남 늘봄학교 운영을 철저히 준비해왔다.

현재는 모든 초등학교에서 방과후학교와 돌봄교실을 운영하고 있으며, 교육청 및 22개 교육지원청에 방과후·늘봄지원센터가 구축돼 학교 현장을 지원하고 있다. 또 모든 학교에 돌봄전담사가 배치돼 전일제로 돌봄 업무를 전담하고, 돌봄교실 석·간식비및 방학 중 중식비를 무상으로 제공해 왔다.

전남교육청은 지난 26일 전남도교육청교육연구정보원에서 교육지원청 업무 관계자들과 협의회를 갖고, 운영계획 및 주요 추진사항을 논의하는 등 전남 늘봄학교의 현장 안착을 위해 발 빠르게 움직이고 있다.

기존 방과후학교, 초등돌봄교실 운영을 위한 예산을 전액 반영·편성함은 물론, 교육부의 늘봄학교 특교 예산을 추가 확보해 늘봄학교운영을 위한 충분한 재원을 마련했다.

또 늘봄학교 전담인력(기간제교사, 공무원, 단기행정인력)을 우선 지원해, 늘봄실무사가 배치되는 2학기부터는 늘봄학교 업무가 교원과 분리될 수 있도록 했다.

늘봄학교 프로그램 내실화에도 공을 들였다. △ 초등학교 1학년 학교생활 적응 및 성장 발달 맞춤 프로그램 무상(2시간) 제공 △ 뉴스포츠, 미술․공예, 바이올린 등 학생․학부모 수요를 반영한 다양한 방과 후 프로그램 △ 아침·오후·저녁·방과 후 연계형 돌봄 등이 운영될 계획이다.

이와 함께 거점형 돌봄센터를 구축하고, 아동센터 및 대학 등 지역 인프라를 활용한 연계 방안도 지속적으로 추진할 예정이다.
