대불산단은 조성 당시 자동차·기계 중심의 일반산단이었으나, 대형 선박 블록이나 철 구조물 등 조선해양 기자재기업이 대거 입주하면서 전선 지중화를 요구하는 목소리가 커졌다.

그동안 국내 조선소에서 건조하는 선박이 대형화됨에 따라 높이 32미터 이상의 메가 블록 생산이 증가했지만, 낮은 전신주 가공선로(8~12미터) 때문에 불편이 컸다. 공장에서 제작한 선박용 블록을 운송하는 과정에서 전신주를 만나면 전선을 절단하거나 먼 거리를 우회해야 했다. 특히 공장 입구에 전신주가 있으면 메가 블록 제작이 불가능했다.
