(무안=브레이크뉴스) 이학수 기자=전남도교육청은 10일 인사혁신처를 방문해, 특수지 지급대상기관 등급 조정안 재검토를 요청했다.

특수지 등급 조정은 인사혁신처에서 전국의 국가기관을 대상으로 5년마다 실시하는 제도로, 교통이 불편하고 문화‧교육‧의료시설이 열악한 지역을 평가해지정한다. 특수지 근무자에게는 수당 등 인센티브를 지원해 도서·벽지의 교육력 제고에 기여하고 있다.

이번 등급 조정안에 따르면 전남교육청 관내 학교 중에서 현행 특수지 121교중 32교(26.4%)가 해제·하락 될 예정이어서, 도서‧벽지가 많은 열악한 전남의교육여건이 더욱 악화될 것이 우려되는 실정이다.

실제 전남에는 전국 도서 지역 학교 128교 중 79교(61.7%)가 있으며, 생활‧교육여건이 타 지역에 비해 열악한데도 불구하고, 이번 등급 조정 결과는 지역의특수성을 반영하지 못한 결과라는 게 도교육청의 판단이다. 이에 전남교육청은 인사혁신처를 방문해, 32교에 대해 현행 유지 또는 전면 재검토 해줄 것을 요청했다.

특히 현행 특수지 조사 기준은 생활 인프라가 현저하게 차이 나는 수도권과 지방을 동일 잣대로 적용하고 있으며, 2001년 일부 개정된 후 변동 없이 이뤄져경제적‧문화적 변화를 반영하는데 한계가 있다.
