상사호를 포함한 섬진강 유역의 주암·수어댐은 여수·순천 등 10개 시군과 광주광역시 일원에 약 125만 톤/일의 생활·공업용수를 공급하는 전남지역 최대 광역 댐이다.

섬진강유역은 주요 댐 물의 80%를 유역 외 지역에 공급하고 있으며, 여수·광양산단 등 공업용수 이용 비중이 전국에서 가장 높아 가뭄에 구조적으로 취약하다.
