자치분권 대상은 대한민국 자치분권의 조기 실현과 균형발전을 통해 지역 주민의 삶의 질 향상은 물론, 자치분권의 든든한 버팀목인 지역신문 발전에 기여한 단체장이나 정치인에게 수여한다.

김영록 지사는 자치분권의 핵심인 재정분권을 위해 정부가 2022년까지 3년간만 한시 보전할 예정이었던 균특회계 전환사업(3조 6천억 원)의 연장을 끈질기게 건의하고 설득해 2026년까지 4년 연장을 이끌어낸 공로를 인정받았다.

또 정부의 2단계 지방이양사업의 재원을 최소 5년 이상 보전해줄 것을 줄기차게 요구해 관철했다. 여기에 1조 원 규모의 지방소멸대응기금 신설에도 결정적 역할을 한 것으로 평가받았다.
