(무안=브레이크뉴스) 이학수 기자= 전남도가 최근 국방부가 입법예고한 ‘광주 군공항 이전 및 종전부지 개발을 위한 특별법’ 시행령 제정(안)이 국가지원을 명시한 특별법 제정 취지에서 벗어난 것으로 판단, 자체안을 마련해 적극 대응하기로 했다.

전남도에 따르면 지난 18일 국방부는 ‘광주 군공항 이전 및 종전부지 개발을 위한 특별법’이 제정(2023년 4월 25일 공포·8월 26일 시행)됨에 따라 법률에서 위임된 사항과 그 시행에 필요한 사항 등을 규정하는 시행령(안)을 입법예고했다.

총 10개 조문으로 구성된 국방부안은 목적 조항 1개, 초과사업비 관련 조항 4개, 종전부지(광주) 개발 관련 조항 4개, 지역 기업 우대 조항 1개로 이전지역 지원에 관한 규정은 전무하다.

이에 전남도는 이전지역 지원계획 및 관련 절차 등을 담은 자체 시행령(안)을 마련하고 국방부에 적극 건의하기로 했다.

전남도가 마련한 제정안의 주요내용은 ▲예비이전후보지 선정 시 관할 시·도지사 및 시장·군수 등과의 사전 협의 ▲이전사업과 지원사업 등 재정계획 수립 시 시·도지사 등의 의견수렴 ▲이전주변지역 지원계획에 반드시 포함해야 할 의무적 지원사업 ▲이전지역 지원사업에 대한 예비타당성조사 실시 면제 ▲이전지역을 대상으로 한 공청회 3회 이상 실시 ▲ 지원사업의 우선 시행과 지원금 조기 사용 등 6가지다.
