Kang Jeong-il, Chair of the Safety and Construction Committee at the Jeonnam-Gwangju City Council: "Proactive Administration Needed to Break Deadlocks in Stalled Projects"

On the 8th, the Safety and Construction Committee reviewed the financial settlements for the New Vitality Headquarters, General Construction Headquarters, and Citizen Safety Office. Key directives included preparing preemptive alternatives for long-stalled projects, managing construction progress for the flagship library, and actively utilizing disaster relief funds. Emphasis was placed on the responsibility of public officials amidst organizational restructuring, with the message that "there must be no gaps in citizen safety, regardless of changes to the administrative system."

(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = Kang Jeong-il, Chair of the Safety and Construction Committee of the Jeonnam-Gwangju Integrated City Council (Democratic Party of Korea, Gwangyang 2), strongly urged the administration to move beyond a passive stance and devise preemptive alternatives through proactive administration for major municipal projects that have been stalled for extended periods due to investigations or accidents.

According to the Jeonnam-Gwangju Integrated City Council on the 11th, the Safety and Construction Committee held a standing committee meeting on the 8th during the first regular session of the third assembly. They conducted an in-depth review of the "2025 Fiscal Year Settlement and Reserve Fund Expenditure Approval" for the New Vitality Headquarters, General Construction Headquarters, and Citizen Safety Office.

During the review, Chair Kang closely scrutinized the reasons for the New Vitality Headquarters' unspent budget from the previous year and thoroughly examined the status of major projects currently halted due to investigations by law enforcement agencies or various accidents.

Chair Kang pointed out, "The executive branch must not sit idly by and passively await outcomes simply because a project has stalled due to an investigation or accident." He added, "They must actively communicate with relevant departments and agencies to accurately grasp the situation, quickly determine the future direction of the projects, and minimize any disadvantages to citizens." He went on to emphasize, "It is urgent to devise and implement proactive alternatives for projects that are underperforming or stalled."

During the subsequent review of the General Construction Headquarters, the committee examined the progress of the "Representative Library" project—a key local initiative. Chairperson Kang urged officials to ensure meticulous management of construction schedules and safety standards, guaranteeing that the library—intended to serve as a hub for local culture and education—is completed without a hitch.

Regarding the Citizen Safety Office, the passive management of the disaster management fund drew sharp criticism. Chairperson Kang stressed, "The disaster management fund is a crucial resource for directly safeguarding citizens' lives and safety and for proactively preventing various disasters." He added, "We must minimize instances where the fund goes unused and instead actively allocate it to effective projects that yield tangible preventive results."

Furthermore, Chairperson Kang called for a heightened sense of responsibility and focus among public officials in light of the upcoming city government reorganization. Noting that the functions and duties of certain bureaus and departments would be redistributed or adjusted during the process, he emphasized, "Especially during a transitional period when the administrative structure is shifting, there must be no gaps or disruptions in core tasks directly linked to citizen safety."

He concluded the review by strongly urging all public officials to remain dedicated to their duties with a steadfast sense of responsibility until the very end.
