‘9th Popularly Elected Administration’ Reorganization Bears Fruit: Hwasun-gun Conducts First Regular Personnel Reshuffle

Involving 102 transfers; focus on organizational stability and minimizing administrative confusion; capabilities consolidated through the creation of the Future Industry Office, Livelihood Economy Division, and Integrity & Audit Officer... County Governor Im Ji-rak: “Accelerating the securing of future growth engines and the recovery of the local economy.”

(Hwasun = Break News) Reporter Lee Hak-su = Hwasun-gun has carried out a large-scale regular personnel reshuffle, marking the first step in reorganizing its administrative system following the organizational restructuring of the 9th popularly elected administration.

On the 10th, Hwasun-gun announced a transfer reshuffle involving a total of 102 personnel, effective September 14. As the first regular personnel move since the reorganization, this reshuffle reflects a strong determination to preemptively prevent operational confusion arising from the administrative restructuring while simultaneously ensuring both stability and dynamism in county administration.

To ensure the newly launched organizational units could quickly settle into their roles, the county comprehensively evaluated each department's specific functions, individual staff expertise, and past performance and experience throughout the personnel assignment process. This approach maximized organizational execution capabilities by placing the right people in the right positions.

The reorganization underpinning this reshuffle focuses on mid-to-long-term development strategies designed to shape Hwasun’s future for the next century. Key strategic directions were pursued across four pillars: ▲ “Leading Future Industries” to foster new growth engines tailored to Hwasun; ▲ “Livelihood Recovery” to revitalize the local economy strained by high inflation and interest rates; ▲ “Enhancing Trust in Administration” by expanding communication channels with residents and improving integrity; and ▲ “Transforming into an Action-Oriented Organization” by boldly removing departmental silos. In line with this direction, the organizational structure has undergone a major overhaul. A new "Future Industry Division" was established to consolidate functions previously scattered across various departments—such as the bio-vaccine cluster, revitalization of former mining areas, next-generation energy industries, and investment attraction—thereby serving as the control tower for the county's strategic industries. Additionally, a "Livelihood Economy Division" was created to focus on supporting local small business owners and revitalizing neighborhood commercial districts, while the role of "Integrity and Audit Officer" was newly established and reorganized to strengthen internal controls and communication with residents.

The county plans to accelerate the implementation of key pledges and pressing tasks for the 9th popular administration by strategically assigning top-tier personnel—possessing both expertise and practical experience—to these newly created and reorganized departments.

Hwasun County Mayor Im Ji-rak explained the background of the reshuffle, stating, "This personnel reorganization focuses on ensuring the stability of county administration amidst broad structural changes and laying the groundwork for the new units to deliver immediate, tangible results in the field."

Mayor Im further emphasized, "Building on strong operational continuity and a field-oriented response capability, we will swiftly and seamlessly drive forward the core tasks of the 9th administration, including fostering new future industries, rapidly recovering the local economy, and implementing resident-centered, tailored communication."

He also strongly urged the civil service to adopt a more proactive and forward-looking mindset. County Governor Im urged all public officials to boldly dismantle existing bureaucratic barriers between departments and actively practice collaborative administration to solve local issues from the perspective of the residents. He further called upon them to approach their duties with a deep sense of responsibility and to devote their full efforts to ensuring that residents can tangibly experience improvements in their daily lives and the achievements of the county administration.

With the regular personnel reshuffle on September 14 establishing the administrative momentum for the new term, local residents are keenly watching to see if Hwasun-gun can successfully achieve the dual goals of revitalizing the local economy and leading future industries.
