Controversy Over 'Burdened by Gwangju's Debt' in Jeonnam-Gwangju Special City... "Concerns Over 'Reverse Balloon Effect' of Jeonnam Budget Reduction"

Press Conference by City Councilors Choi Seon-guk and Park Mun-ok... Disclosure of Gwangju's 4 Trillion Won Debt and 380.8 Billion Won Budget Shortage for Second Half

"Will Gwangju's Debt Be Paid Off with Jeonnam Residents' Taxes?"... Urging the Integrated Special City Executive to Implement 4 Major Measures

(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = Concerns are spreading that the burden of the massive debt and fiscal deficit accumulated in the Gwangju region since the launch of the Jeonnam-Gwangju Integrated Special City will be borne by the entire Integrated Special City, particularly the residents of the Jeonnam region.

On the morning of the 18th, Councilors Choi Seon-guk (Planning and Finance Committee) and Park Mun-ok (Administration and Firefighting Committee) of the Jeonnam-Gwangju Integrated Special City Council held a press conference at the Jeonnam Office of the Integrated Special City Council. They exposed the deteriorating financial situation of the Integrated Special City due to the city-province merger and strongly raised the possibility of budget and subsidy reductions for the Jeonnam region. On this day, the two assembly members stated, “Jeonnam, which has historically had relatively sound finances, must not be placed in a structure where it shares the burden of Gwangju’s excessive debt and financial strain.” They urged the executive branch to transparently disclose the details of Gwangju’s debt and the financial repercussions it will have on the Jeonnam region in the future to the residents, and to devise fundamental countermeasures.

According to the two assembly members, Gwangju Metropolitan City’s debt ratio prior to the merger was 25.61%, which had already exceeded the ‘cautionary stage’ threshold of the Ministry of the Interior and Safety’s Local Financial Crisis Management System. Although the overall debt ratio of the merged special cities superficially decreased to 16.25% after the merger, analysis suggests this is merely an illusion caused by the aggregation of indicators from the financially sound Jeonnam, and that Gwangju’s actual debt itself has not decreased.

The actual scale of the debt is even more serious. Debt incurred due to increased construction costs for Gwangju Metro Line 2 amounts to approximately 2.2 trillion won, and the debt of the Gwangju Urban Development Corporation alone reaches about 1.4 trillion won; these two items alone result in a financial burden of approximately 4 trillion won. Furthermore, there is a shortage of 380.8 billion won in essential budget funds that must be immediately injected to maintain Gwangju's urban functions in the second half of this year.

The major items contributing to the budget shortfall in the second half include: 24.5 billion won for free school meals for elementary, middle, and high school students; 50.3 billion won for the semi-public operation of city buses; 100 billion won for education finance grants; 22.8 billion won for private investment support for the Second Ring Road; 23.2 billion won for transfers to the Medical Benefits Fund; 9.1 billion won for the Disaster Management Fund; and 139.8 billion won for other state-funded matching projects. The two lawmakers emphasized the severity of the issue, stating that restructuring expenditures is impossible because these are essential costs directly linked to citizens' daily lives, and that the problem is significant due to the recurring structural deficit every year.

"Considering the annual interest costs resulting from debts in the 4 trillion won range and the recurring deficit of 380.8 billion won, more than 1 trillion won in additional debt will be incurred every two years due to the fiscal instability originating from Gwangju," the lawmakers pointed out. "If the debts from subways and large-scale projects used by Gwangju residents must be repaid by cutting Jeonnam's budget, one cannot help but question what benefits the residents of Jeonnam receive from the merger."

Controversy is intensifying as Baek Seung-ju, Vice Chairman of the Jeonnam-Gwangju Transformation Planning Committee, mentioned the necessity of expenditure restructuring last June, contrary to the principle of "prohibition of disadvantages to residents" under the Special Act on Merger and Mayor Min Hyung-bae's promise of "leveling up welfare."

The two lawmakers criticized, "It is a deception of the residents to claim now that expenditure restructuring is inevitable, after initially stating there would be no disadvantages from the merger." According to data from ‘Local Finance 365,’ the per capita expenditure budget for 2026 is approximately 7.15 million won in Gwangju and 14.77 million won in Jeonnam, showing a difference of more than double. They argue that if fiscal conditions deteriorate, a ‘reverse balloon effect’ will occur, resulting in priority cuts to Jeonnam’s budgets for agriculture, fisheries, welfare, and SOC.

In addition, they cited the Gwangju Arts Center (2025 deficit of 32.3 billion won, cumulative deficit of approximately 70 billion won) and the Asian Culture Center (ACC, annual deficit of 50 to 70 billion won, cumulative deficit of approximately 200 billion won) as additional risk factors that will exacerbate the future fiscal burden. They warned that if the operating rights of the ACC are taken over without a firm guarantee of state funding from the central government, the financial difficulties of the unified city will intensify further.

To overcome the fiscal crisis originating in Gwangju, the two lawmakers demanded the following four points from the executive branch of the unified city. ▲ The measures include the full disclosure of financial information, such as accumulated debt in the Gwangju region and the scale of deficits in major public and cultural facilities; ▲ the establishment of measures to prevent financial disadvantages by preventing budget cuts for agriculture, fisheries, welfare, and SOC in the Jeonnam region; ▲ verification of financial feasibility and securing guarantees for state funding prior to the transfer of operating rights for deficit facilities such as the ACC; and ▲ the establishment of measures to prevent a decline in the per capita benefit budget and administrative service levels of Jeonnam residents.

Assembly members Choi Seon-guk and Park Mun-ok stated, “The integration of cities and provinces is not merely about merging names, but about sharing budgets, debts, and responsibilities.” They added, “We will continue to disclose hidden financial data and fulfill our role of checks and balances to ensure that the rights and interests of Jeonnam residents and the budget are not infringed upon.”
