Controversy Over Undermining ‘Fairness and Procedural Legitimacy’ in Citizen Recommendation System for Vice Mayors of Jeonnam Gwangju 21 Jury Members Replaced After Candidates were Announced… Changes Made Without Verification of Conflicts of Interest; Only 4 Out of 13 Cities, Counties, and Districts Processed via Official Documents… Irregular Operation via Messenger and Phone Calls; City Council Member Oh Mi-seop: “They Undermined Procedural Legitimacy Themselves”… City: “Acknowledging Initial Errors, Will Improve System”
(Break News Jeonnam Gwangju) Reporter Lee Hak-su = Controversy is arising regarding fairness and procedural legitimacy in the process of the Citizen Recommendation System for Vice Mayors, a core project promoted by the Integrated Jeonnam Gwangju Metropolitan City. It has been confirmed that a large number of citizen jurors were replaced immediately after the final candidates were announced. During the Steering Committee meeting held on the 14th, Council Member Oh Mi-seop (Democratic Party of Korea, Seo-gu 2) of the Integrated Jeonnam Gwangju Metropolitan City Council focused on pointing out the appropriateness of the jury replacements made after the candidates were announced and the deficiencies in administrative procedures. According to data submitted by the city, the Jeonnam-Gwangju Integrated Special City disclosed 10 candidates for Vice Mayor by category on July 28 and conducted on-site jury reviews on August 1. However, on July 30, just two days after the candidate list was released, a total of 21 jurors (19.4%) from 13 regions were replaced en masse out of the 108 total jurors (4 from each of the 27 cities, counties, and districts). Councilor Oh raised an issue, stating, "Replacing jurors out of necessity while unaware of the candidates is a completely different matter from replacing them after the candidates have been disclosed." He added, "If the candidates were to be revealed, at least minimal safeguards should have been in place to verify any conflicts of interest or support for specific candidates." In response, Kang Jong-cheol, Head of the City's Local Administration Headquarters, acknowledged, "We reflected the request for replacement because we judged it reasonable to increase the jury's participation rate in the review process," but admitted, "However, no separate verification work was conducted during the change process." It was also revealed that official administrative procedures were disregarded during the process of replacing jurors. Among the 13 cities, counties, and districts where juror lists were changed, only four handled the matter through formal official documents. It was confirmed that the remaining nine arbitrarily modified the lists via messenger (5 locations), email (3 locations), or landline phone (1 location). Councilor Oh strongly criticized the situation, stating, "Neither the verification of conflicts of interest nor the official administrative processing were properly carried out when replacing jurors after the candidates were publicly disclosed," and added, "The city has undermined the fairness and procedural legitimacy of the citizen recommendation system itself." In response, Vice Mayor Hwang Ki-yeon explained, "It appears there were shortcomings and errors in the process of introducing and implementing the citizen recommendation system for the first time," and added, "We will establish institutional safeguards to ensure that the system operates more fairly and transparently in the future." Meanwhile, this citizen recommendation system was operated by combining 50% (108 members) of the citizen jury evaluation and 50% (1,013 members) of the online voting panel vote. Out of 10 verified candidates (5 per category), a total of six candidates ranked 1st to 3rd in each category were recommended to Mayor Min Hyung-bae based on the aggregated evaluation results. On the 6th, Mayor Min nominated Baek Seung-ju (industry sector) and Yoon Nan-sil (citizen sovereignty sector) as Vice Mayors.
