Kim Young-rok, Preliminary Candidate for Mayor of Gwangju, Jeonnam: “Turning the 5 Million Pyeong Gwangju Airport Site into a ‘Second Centum City’”

Announced his No. 1 campaign pledge and vision for the development of the Gwangju region at the Gwangju ‘Policy Jury Debate’; proposed the creation of a semiconductor and AI convergence complex, stating, “We will build a landmark that surpasses Busan Centum City.” He also promised a ‘Fun Gwangju’ featuring a K-POP Arena and the operation of an ‘Emergency Economic Situation Room’ prioritizing people’s livelihoods.

(Break News Gwangju·Jeonnam) Reporter Lee Hak-su = Kim Young-rok, the Democratic Party of Korea’s preliminary candidate for Mayor of Gwangju, Jeonnam, announced a mammoth-scale development pledge to integrate the Gwangju Airport and the Maruk-dong Ammunition Depot site to create a new landmark for Gwangju.

Preliminary Candidate Kim attended the ‘Policy Jury In-depth Debate’ held at Seoseok Hall of Chosun University in Gwangju on the 29th, presenting a blueprint for the development of the Gwangju region and the recovery of people’s livelihoods to win votes.

At a debate held on this day, preliminary candidate Kim unveiled his vision to develop approximately 5 million pyeong (about 16.5 million square meters) of land around Gwangju Airport and the Maruk-dong Ammunition Depot into a convergence cultural industrial complex.

He expressed confidence, stating, “I will build a high-tech industrial complex that combines semiconductor and AI research facilities with convention centers, hotels, and tourism resorts, cultivating it into a landmark for Gwangju that surpasses Busan’s Centum City.” He added, “I am a prepared candidate ready to bring about definite change in Gwangju using the drive that produced results in Jeonnam.”

In particular, preliminary candidate Kim emphasized his administrative achievements, simultaneously promoting “Presidential marketing” and “merit-based qualifications.”

Referring to his past accomplishments such as the establishment of the Korea Institute of Energy Research, the expansion of renewable energy infrastructure (Sunshine and Wind Pensions), and the attraction of AI data centers, he emphasized, “All these results are the outcome of close communication with President Lee Jae-myung.” He further asserted that he is the right person for the position of “Unified Special Mayor,” stating, “A person who has proven results in Jeonnam can lead genuine change in Gwangju as well.”

In particular, he gained momentum in the debate by checking other candidates' campaigning tactics of merely "borrowing the President's name" and scrutinizing their actual administrative achievements and concrete implementation plans.

In response to the jury's question regarding regional economic revitalization, Preliminary Candidate Kim promised to operate an "Emergency Economic Situation Room" immediately upon taking office as his number one campaign pledge. His plan is to implement field-oriented administration focused on people's livelihoods for small and medium-sized enterprises and vulnerable groups suffering from external headwinds such as the Middle East war.

Furthermore, to shed the stigma of being a so-called "boring city," he announced plans to develop Gwangju into a world-class cultural and tourism capital through projects such as a K-POP Arena and the creation of a second Everland. He also stated that he would push for the construction of the "May 18 World Democracy Hall," embodying the symbolism of the sanctuary of democratization.

Regarding the bid to host a branch of the National Museum of Modern and Contemporary Art, a competition currently underway between Gwangju and Yeosu, he expressed his conviction that "it is appropriate to host it in Gwangju, the cultural capital." Instead, his strategy is to seek balanced regional development by supporting the relocation of public institutions, such as the National Federation of Fisheries Cooperatives, and the attraction of a foreign casino to Yeosu. In addition, regarding the welfare gap between Gwangju and Jeonnam, he proposed "upward leveling" as the principle. Citing the basic birth allowance and the Youth Culture Welfare Card as examples, he promised, "I will make adjustments so that all citizens of the special city can equally enjoy benefits without discrimination."

In his concluding remarks, Preliminary Candidate Kim appealed for support, stating, "Kim Young-rok, who always keeps his promises, will become the unified mayor desired by both the citizens and the President, based on my administrative experience and communication skills."
